WASHINGTON - President Bush, in a confrontation with Congress, on Wednesday vetoed a bipartisan bill that would have dramatically expanded children's health insurance for children in the USA.
It was only the fourth veto of Bush's presidency, and one that some Republicans feared could carry steep risks for their party in next year's elections. The Senate approved the bill with enough votes to override the veto, but the margin in the House fell short of the required number.
I was sick when I read this. So many people are spending half their income just to insure their kids. Its sad Bush doesn't care more about the American children. Our country will be better off when he is out of office.

both myself and my husband are U.K citizens but currently reside in America, my 2 children were born here making them US citizens, can i apply for them to become U.K citizens without them losing their US citizenship?
Yes, as long as either you or your husband is a British citizen other than by descent (so if you OR your husband is a citizen by birth, registration or naturalization then your children are British citizens).
From the UK Embassy website in the US:
Children born in the United States to a father (or, if born after 31 December 1982 to either a father or mother) who is a British Citizen by birth, registration or naturalisation in the United Kingdom are British Citizens by descent.

You must send a full original birth certificate showing full details of both parents.
If you were born outside the United Kingdom, you must also send documentary evidence of your parents’ claim to British nationality i.e., their original birth or registration certificates and their marriage certificate showing the marital status of both parties at the time of the marriage (with evidence of termination of previous marriage(s) if applicable). The same is required for any person born in the UK after 31 December 1982. I don't think that the fine will stop kids from skipping unless their parents make them pay fo part of the fine or punish the kids at home. The kids probably won't care if their parents are getting punished unless it has a direct effect on them. I think another form of punishment that direclty effects the kids who are skipping would have a greater effect than fining their parents.

I don't think that the fine will stop kids from skipping unless their parents make them pay fo part of the fine or punish the kids at home. The kids probably won't care if their parents are getting punished unless it has a direct effect on them. I think another form of punishment that direclty effects the kids who are skipping would have a greater effect than fining their parents.
