And take their licenses away for not following them? DO THE BOXERS OR COMMISSIONS MAKE THE RULES FOR EACH FIGHT? If boxers make rules, then basketballers should call their own fouls, and footballers call their own penalties. Does the NFL commission make drug testing policies or do the coaches and players?

I would agree with you. Boxers/Promoters can negotiate about some aspects of the fight but they should leave the more sensitive issues like drug testing to the commissions that oversee the matches.
There wouldn't be any use for the athletic commission anymore except officially writing the winners of the match if the boxers/promoters can freely negotiate everything.

Did anyone in Atlanta see the boxing card at Earth Link last night it was the worse fight card I have ever seen in my life the promoter was Layla Ali ex husbund who was threnting everyone in the place who booed the sorry fighters the name of his promotion company is Absolute entertainment if you hear this name I would advise you to stay away it was a 6 fight fight cared the main event was a fighter who had at least 4 loses and that was the best the price of the tickets were 31-51 dollars I would not have gone for free
