Is there a way I can make a fabric look more satiny if it isn't already?
This is for me personally, I found a prom dress and it's beautiful! But the fabric is 90% Rayon and 10% Lycra. In the image this makes the fabric look rather dull and jersey like. So I was wondering if I were to buy the dress like that, if there a way to make it look more like satin, perhaps a wash or something at a place that can dye clothes?

No. Satin is a weave with long floats of yarn on the surface of the fabric (it's also why it snags easily and isn't resistant to abrasion). Different weaves have different looks and properties, and you can't make one look like another with dye or surface finish.
